The chief tools of the new slavery were vagrancy laws used to arrest tens of thousands of black men—and some undesirable whites—for no offense other than not having jobs or owning property. They were then jailed and charged for their room and board, which of course most couldn’t pay. So they were leased or sold to planters, construction companies, railroads and others. Some “masters” simply kidnapped black men at random, holding them for years in forced labor. Slavery by Another Name sheds vivid and necessary light on one of America’s most shameful episodes.
